Does Radware open a new center to close it. What's the motive ?

This Israeli based company is amazing. It can open a division in India, close it in a quarter and again open it in the next quarter,
the motive being unknown.
The decisions usually taken by the company are fast and messy. The technical discussions are a complete mess. The general tendency in any debate is arrogance. Above all its totally disorganised and always deals with a no-trust-mode with the divisions outside its own country.

The discussion is
